What do you use to take off the cap to a Dodge Omni fuel filter on the outside of the gas tank?

Is there a special kind of wrench that you use to take off the cap located on the fuel tank? It looks like it twists with a special tool, what is the tool, what is the size, and where can I buy or find it?
