Please answer, need opinions! HELP! :/?

Chloe sounds like a great person, but do you know her uality? You don't want to get hurt and you need to take everything into consideration. You can tell her if you want, and you think that she will totally understand and your friendship won't be awkward. You aren't obligated to tell her though. You could just see what happens and if she likes you, that's great, but if she doesn't, you will have to accept that.
